Bays on The Embankment and Riverside in Twickenham are now for resident permit holders from 8.30am to 10pm every day. Zone D business permits no longer work there.
Parking on Twickenham’s riverfront changed on Monday. The permit bays on The Embankment and Riverside are now for resident permit holders only, and they are enforced from 8.30am to 10pm, seven days a week, including bank holidays.
Zone D business permits are no longer valid there. Residents can still park with their own permits. Their visitors now need a resident visitor permit that covers the longer hours. That is set out in the letter the council sent to properties in the zone.
The rest of the Central Twickenham zone keeps its usual hours. The council’s implementation plan marks the main Zone D boundary as Monday to Saturday, 8.30am to 6.30pm, with the extended-hours area drawn separately along the river.
What else changed on 26 October
The council’s notice of modification, reference 25/193, was made on 21 October and came into force on 26 October. Besides the riverside bays, it:
- upgrades single yellow lines to double yellow lines on lengths of 31 roads, including Heath Road, Richmond Road, Riverside, Cross Deep, Grosvenor Road, Holly Road and Station Road
- brings in loading restrictions at all times on lengths of 11 roads, among them Heath Road, Holly Road, Clifden Road, Heath Gardens, Lion Road and Radnor Road
- turns shared-use bays into resident permit bays in Grove Avenue (outside 47 to 65), Heath Gardens (2 to 14 and 36 to 44), Radnor Road (75 to 85 and 78 to 84), Saville Road (1 to 11) and Upper Grotto Road (30 to 46)
- converts pay-and-display bays opposite 6 Oak Lane to resident permit bays
- turns 15 metres of shared bay outside Bradley House in Heath Road into a loading bay
- changes the pay by phone bay outside the Civic Centre in Richmond Road to shared use
- shortens bays outside 47 Lebanon Park (by 5 metres) and 84 to 86 Richmond Road (by 10 metres), and moves the resident bay outside 4 Victoria Road to outside number 2
The council says the new yellow lines are mainly to keep sightlines clear at junctions and let vehicles turn safely. The bay changes “follow requests received to primarily improve parking conditions for residents”, its Zone D changes page says.
Why it is happening now
These are changes to the layout the council brought in during 2025 for the Twickenham Riverside regeneration. That layout was introduced by experimental traffic orders, which allow the council to try a scheme and take comments while it runs.
The council says it has considered the comments received so far, and these are its response. It is still an experiment. Officers will monitor how the changes “settle down”. After a further six months, the council will decide whether to make all of the Zone D changes permanent, including last year’s.
What it means for you
- If you live on or near the riverside, your resident permit still works, now until 10pm every day. Book visitor permits for guests who arrive in the evening or at weekends.
- If you work in central Twickenham on a business permit, you can no longer use the Embankment or Riverside bays. Check the plan before you park elsewhere in the zone, because some shared bays have also become resident-only.
- If you drive in for the river, the pubs or Eel Pie Island, expect fewer bays you can use on the riverfront itself. Our guide to parking in Richmond and Twickenham lists the car parks and their prices.
